We visited Quebec City in May. My sister and I took the trip up from Ottawa/Montreal by train and met my Aunt and Uncle from New Brunswick. Having arrived in Quebec City without a reservation, we found the St Paul via the tourist office. The tourist office is a good bet as they have special prices which can (as this one did) include a cooked breakfast. The hotel is walking distance from the train station, which was perfect for us.
